The Buenos Aires City government conducted a census operation that recorded a record number of people experiencing homelessness in the capital district. According to the survey, the number of people sleeping on the streets or in temporary shelters has slightly increased over the last six months. However, there has been a significant increase in the number of citizens receiving assistance at Social Inclusion Centers (CIS). During the same period, the number of people counted in CIS increased by 20%. 94% of the increase in the homeless population is explained by increased attendance at centers, with only 6% being people registered on the streets. In 2017, when the same census methodology was first used, 636 people were registered on the streets and 966 in various shelters. Eight years later, the situation has significantly worsened: 1,613 people on the streets and 3,563 in shelters. In 2025, the administration of Jorge Macri added ten new CIS to the system, increasing capacity by more than 4,900 places for people experiencing homelessness. Half of them live in communes 1 and 3, which include the neighborhoods of Constitución, Monserrat, San Telmo, Retiro, Balvanera, and San Cristóbal. 80% of those surveyed are between 19 and 59 years old, and 8% are over 60. 67.1% of them were born outside of Buenos Aires, while 31.9% were born in the capital district. Another alarming fact is that 30% of those surveyed have been homeless for less than a year, indicating a growth in the population in a state of extreme social vulnerability. 68.2% of people have been on the streets for more than a year, according to the census accessed by the Argentine News Agency.
